Add support to draw revision clouds or convert polylines, ellipses, circles to revision clouds.

Hi,
I used the attached Lisp in AutoCAD 10 DOS
People in my industry want to see bubbles around the changes when updated drawings are issued, so a tool to do this would be very useful.
I am sure I can work-around this using some blocks.
Revision clouds are now possible with FlexPainter v0.42e

I would use this also... but... have found that in my field it's now acceptable to use color for revisions, rather than traditional monochromatic clouds.
